The proposal by the African National Congress (ANC) in Gauteng that the media tribunal take the form of a statutory body set up to regulate media is doomed to failure, media commentators have warned — unless the government reviews its funding to chapter 9 bodies such as cash-strapped Icasa.

William Bird, of Media Monitoring Africa (said) “If it is structured like Icasa then there could well be questions about whether it is independent.”
